The Vietnamese healthcare system

Vietnamese social security provides two types of health insurance:

  • Compulsory health insurance: this applies to all workers on permanent contracts or contracts of more than three months’ duration.
    It also covers some twenty other categories of insured persons, with the aim of making it universal. These include children, people on lower incomes, schoolchildren, students, people over 90, war veterans, etc.
  • Voluntary health insurance: this applies to people who are not covered by the compulsory health insurance scheme. Examples include the self-employed and informal workers.

Although 80% of the population currently benefits from it, coverage remains limited. In fact, it currently covers only a quarter of beneficiaries’ healthcare expenses.

Contribute to Vietnamese health insurance

First of all, membership is free for children up to the age of 6. For the rest of the population, the contribution is 4.5% of remuneration. In addition, the employer generally pays 3% and the employee 1.5%.

If you are an expatriate employed in Vietnam, you must also contribute to the compulsory health insurance scheme. However, as mentioned above, this only covers a quarter of your medical expenses. We therefore recommend that you also take out complementary Vietnam health insurance.

Public and private hospitals in Vietnam

The number of hospitals is insufficient for the density of the Vietnamese population. Indeed, the occupancy rate of public hospitals can reach up to 250% of their capacity. These overloads are compounded by obsolete equipment, and sometimes by a lack of training and experience among caregivers.

It should also be noted that the distribution of care centers is very uneven between urban and rural areas. This considerably slows down the treatment of people living in rural areas.

It is generally advisable to opt for private hospitals and clinics that meet international standards. However, they are more expensive than public ones, which is why it is important to take out supplementary health insurance.

Do I need health insurance in Vietnam?

First of all, the answer is yes. Today, there is no social security agreement between France and Vietnam. Moreover, Vietnamese hospitals do not meet international standards. As a result, medicines imported from Europe and high-quality care (private clinics and doctors) are not available in Vietnam. more expensive.

The French Ministry of Foreign Affairs therefore recommends that all French nationals wishing to settle in Vietnam take out private insurance to make up for the shortcomings of the local system.

You can also contribute to the CFE (caisse des français à l’étranger). However, this only covers costs up to the level reimbursed in France. Nevertheless, Vietnamese health centers do not have the same fee schedule.

So it’s in your own interest to take out health insurance, whether for a short-term stay or an expatriation, to cover the cost of medical care.
