Vietnamese healthcare system

Vietnam offers two types of health insurance :

  • Compulsory Health Insurance – Covers employees with contracts longer than three months and other groups, including children, low-income individuals, students, seniors and war veterans
  • Voluntary Health Insurance – Available for those not covered by the compulsory system, such as freelancers and informal workers

While 80% of the population is insured, the system only covers about 25% of medical expenses, making private insurance essential.

Vietnam Social Security (VSS) : cost, cover and eligiblity

First of all, membership is free for children up to the age of 6. For the rest of the population, the contribution is 4.5% of remuneration. In addition, the employer generally pays 3% and the employee 1.5%.

If you are an expatriate employed in Vietnam, you must also contribute to the compulsory health insurance scheme. However, as mentioned above, this only covers a quarter of your medical expenses. We therefore recommend that you also take out complementary health insurance.

  • Children under 6 years old receive free healthcare
  • Employees contribute 1.5% of their salary while employers pay 3%
  • Expats working in Vietnam must contribute but will still need private insurance to cover most medical costs.

Public versus private hospitals in Vietnam

Public hospitals are overcrowded, sometimes exceeding 250% capacity, and often have outdated equipment and limited staff training. It should also be noted that the distribution of care centers is very uneven between urban and rural areas. This considerably slows down the treatment of people living in rural areas.

Private hospitals provide higher-quality care but can be expensive, making supplementary health insurance necessary. Therefore, private insurance is vital to afford better care.

Do I need health insurance in Vietnam ?

Yes. There is no social security agreement between any country and Vietnam, and public hospitals in Vietnam generally do not meet international standards. As a result, access to imported European medicines and high-quality healthcare services—such as private clinics and specialists—is limited and often more expensive.

Additionally, both imported medicines and private healthcare come at a high cost in Vietnam. It is highly advisable to secure comprehensive private coverage before relocating to ensure access to quality care and financial peace of mind.
